It should be but it's not, at least at Kobo. Tangle of Need is $8.69 from Orion and $12.99 from Penguin (and Heart of Obsidian is $12.59 from Orion and $18.69 from Penguin).
The regular pricing seems to be $8.69 for Orion and $6.59 for Penguin; it's strange that the price for Tangle of Need hasn't changed over yet
