For the new Nexus 7 they decided to call it an S4 Pro but it's more like a more like a lower-binned or underclocked Snapdragon 600.
They "bin" processors when they don't quite meet the spec but still want to use the silicon. AMD/Intel has done this for ages (dual-core chips with 2 more cores enable-able with extra voltage, CPUs with cache disabled, etc).

Thanks, that's good to know, and I guess it explains the confusion pre-launch about the CPU powering it, with conflicting reports about the S4 Pro and the S600.
