Eh, maybe I'm just old-fashioned. It just seems to me that including a BOM is a more reliable way to determine a file's encoding than scanning the file and hoping there are no surprises in store, and it seems weird to me that there would be readers out there which actually break when encountering such a declaration.

But, since I'm apparently wrong in that thinking...
