Just a slight correction. I don't remember all the technical details (you can look those up on anandtech if you want), but for all intents and purposes the Nexus 7 ships with a Snapdragon 600.
The reason Qualcomm calls it an S4 pro is purely arbitrary, and is related to its clockspeed. At 1.7Ghz it's a Snapdragon 600. Drop it to 1.5, and it becomes an S4 Pro. Despite the fact that the hardware is entirely the same.
