It might be a review of the original printing. While PW didn't review as many romances in 1974, they would have reviewed the big names -- Woodiwiss, Rogers, Lindsey, etc. (And their earlier romance reviews were often a tad more obnoxious in tone, like this one.

Besides, if Publishers Weekly can't figure out how to read a copyright date, then I give up.
