Unless the pre-order for a digital good provides some discount or incentive, what's the point? Pre-orders for physical goods make sense if there's a chance of limited supply. That's literally impossible with an ebook (or digital music, videos, games, etc). It's impossible to "run of bits" in that way.

If an author or publisher tries to artificially limit a digital good ("Only 5,000 ebooks will be available for sale"), then they don't get my money.
