Control Panel: Default Programs: Associate a Filetype: EPUB (if it is not already on the 'other Programs list) Use Browse button to the Add a program : navigate to Program files Calibre2 and choose ebook-viewer.exe

That will add it to the list.

Note, this is to VIEW a book. IMHO you should use a different (better) method to deliberately Add books to the Library.
a) set up an auto-add folder
b) drag and drop (onto the Calibre Icon or Calibre if open)
c) Use the Calabre Add menu item
