If you're going to buy comics, just do it through Comixology.
I looked at this service, and the problem is that it's WAAAAY too expensive for the public libraries to afford.

No public library is going to pay for people to get all you can eat comics, not at those prices.
It seems to be using the Comixology backend though, so it should be the same experience.
