Not even close. Sorry! Montréal even being the province of Québec's metropolis has absolutely no political center of activity other than a few riding offices, provincial and federal. Mount Royal or Mont Royal is the central mountain that gives its name to Montréal. In this case it's the name of the neighborhood on the mountain.
As a side note, all cities with large vegetation tracts harbor a wide selection of wild omnivorous animals such as raccoons and skunks. New York is a good example.
Ps. The Federal Parliament of Canada is in Ottawa and Provincial Parliament of Québec is in Québec city.
