I believe that means that it was reported lost or stolen, so it has been blacklisted by Amazon. You will be able to put books on it from a computer using USB, and I think there is a hack available so that you can create collections without registering. I'm not sure if you will be able to use the browser to surf--I seem to remember reading somewhere that surfing is disabled on a blacklisted device, but there's a very good chance I'm wrong about that.
Unless this Kindle is less than $50, I would recommend just getting one through Amazon--You can get a used one from Amazon Warehouse deals for $59.99
