Yes, no download options are listed under eBook Information like they are for most books.

Yes, it has "Download options: Adobe DRM EPUB"
It is a crappy setup. Their website has always left a lot to be desired, so I don't know that anything will change anytime soon.
The confusing thing with the Pinkwater book is that others have it available in ePub, so why not Kobo.
