yes, there are rules, and supposedly there are even agents who go around checking up on licenced caretakers. of course, if she's *not* licenced (or even here legally...), then why would they check up on her, right ? i don't claim to understand what went on there. i think those particular policemen felt it wasn't their job to handle that, which i find particularly infuriating. it doesn't make any sense to me either, any of it.
