No, the author (or publisher, if it is a non-indie submission) enters everything.

Which is why it is so annoying to see typos in the title and often very poor formatting in the description (short lines, tons of blank space, one sentence per paragraph, or one paragraph for everything with no space at all after a paragraph ends, not even the space you usually get after the end of a sentence, etc.). And often the problem with one book will run thru every title from that publisher (and they apparently can enter it correctly, as often you flip to the paper edition and the formatting errors are gone).
