You don't need to (and shouldn't) send an e-mail with a personal document to each device. Just send the document to one device and then it will be in the library (ready to be downloaded) on all compatible devices and apps.

I've had no problems using this with the cloud reader, iphone, iPad, and PW. I don't know whether it works with Kindle for PC, though, or the metro apps. (Although I'd be surprised if it didn't work with the metro apps.) You do have to manually tell it to download the personal document from the cloud (like you do with a book), and you have to make sure you're using the "docs" tab rather than the "books" tab.
