I believe that a warning is usually sent out 1st so if someone 'accidentally' posts something considered inappropriate (or the post is misinterpreted) it need not get to the point of suspension. At least that's how I understand it. After all if you are warned about doing x and you do it again anyway then you have probably earned the suspension.
