Yes, it makes the screen look whiter. Even just 5% gives that effect.
But even with 5% you still need not to feel that the screen is glowing.
For that, you have to hold the screen slightly lowered backwards.
And better not to watch the screen at the moment when you switch the light on. Furthermore, when using this trick it is better to use a font with a higher weight.

However, the screen also looks whiter without the light on when outdoors in the sun, or having good lighting in your room.
