Edit metadata
Send to device

If I hover the mouse over Send to device I get a sub-menu with all references to device greyed out, because there is no device connected.
Regarding Copy to Library. the original thread I found, the calibre manual and the first few posts to this thread all said Select files, right-click, and select Copy to library. The natural instinct is to right-click on one of the selected books. This does not give the option Copy to library.
I may be wrong, but the only way I can see to do this is to have the Copy to library icon on the toolbar.
I don't quite see where new features, first installs, etc. comes into it. The point is one uses the Copy to library icon, not right-clicking on a file. Unless of course, my version of calibre runs diffently to everyone else's.

CTL (as a menu item) is a configurable toolbar item.
It has been so long, that I can't say if it appears by 'default'. or you removed it at some time.
But, you can easily place it Now:
Preferences: Toolbars: Select
Context Menu ( << not the one with device connected): from the LEFT column select 'Copy to Library': click the transfer arrow in the center: move up to desired location: apply/OK
(restart calibre for grins)
