You don't need to do any of post 3 to get co-located devices paired.

(you still might want to later, but not needed for THIS problem)
You did 'Start' the wireless connection in Calibre (Sharing Icon) after you set it up [If using that mode in CC]
or
You did 'Start' the 'Content Server' in Calibre (Sharing Icon) after you set it up [If using that mode in CC] <- you can test this with any browser using the same IP

ort as you set in CC (default is IP:8080)
Both of these have OPTION settings to Automatically start with Calibre. Otherwise you need to do it every time you want to use CC after a Calibre start.
I suspect your Laptop firewall is blocking those ports. Or you have a conflict (some other 'service' is running on the laptop that uses the chosen port)
The last

is you have 2 routers (using a different one for WiFi) and your network is logically
split.
