Its not a big deal, but with the Sony it was a case of switching on, and the last page was instantly displayed, as I snatch a quick page here, a couple of paragraphs there......the Mini is slowing me down!
Is this common on Kobo devices? and the real question....is there any way to get it to go straight to the last page displayed when switching on or rousing from sleep? I can't find any options on the device for a setting like that.

No, the loading screen only appears when it is booting from a powered-off state. If you put it to sleep without closing the book (just a quick flick of the power slider) it will wake almost instantly back at the page you were reading.
You might want to check your auto-off settings too, it might be that you have it set to power off automatically. I have my Glo set to never power off, but to sleep after 10 minutes inactivity.
