I think the point is that, while good grammar may not rescue a lousy story, bad grammar may destroy a good story. The writing does not have to be perfect, but it does have to be good enough for a story to stand a chance. ... Of course, what constitutes "good enough" will remain forever open to debate.
ETA: And I believe that some would argue that the standards of "good enough" are steadily dropping.
