I'll say again: "characters who are smart about their actions and optimize their decisions", requested by the OP, describes Reacher perfectly. He is a very shrewd and calculating character. I've read the first TWELVE books in the series so far. And YES, I've read them in order so I'm hoping that qualifies me to have an opinion.

The OP is perfectly free to dismiss any recommendation. They don't need you as self-appointed policeman enforcing your own arcane and pedantic recommendation "rules".
