Yup, Kobo just replied me, again

I am afraid it is not available fro purchase online or in a store in Singapore.

Up till about a week back I could still access the buy page (from Singapore) freely, then suddenly it was being redirected to an error page and became somewhat a permanent fixture thence, thus I was curious as to what happened, was it a technical glitch or a policy change on Kobo's side?

With Kobo's reply and the fact that jersysman who is in States can access the buy page, I guess the answer is the latter.

Maybe those who are more internet tech savvy can shed some light as to why VPN and proxy servers proved to be futile too.
