If you really need TTS, you should maybe focus on Android tablets. On tablets, you can install any reading program you want, so you can pick the one with necessary features. For example, FBReader has a free TTS addon.
But using FBReader for reading the eBook is a poor option as FBReader tends to ignore a lot of the CSS. It's just not worth the hassle.
