Every ereader app I've seen and tried on my Galaxy Tab 2 has displayed the table of content without problem and has also remembered where I was when I last used it. Seems to me the books you read are probably at fault, rather than the apps.
That said, I only read for short stretches on the tablet. When I'm sitting down to enjoy a nice, long read there's no way I'd want to be without an e-ink based reader.
