I can't conceive of anyone that I could call a hack, much less a "great writer" that would hold such an opinion. The whole point of writing anything is to communicate some coherent idea. This is a very strange opinion for fiction. It would be very boring to read fiction if writers thought that they only communicated a coherent idea. Or boring of they all thought that they needed to communicate an idea.
I usually prefer books with a strong story but that does not mean that I do not understand the point that fiction without story can be extremely good also.
