Canadian laws on collecting private data and ensuring it remains private are quite strict. Among other things, Kobo would have to give you access to any collected information. Just much easier not to collect it in the first place.

Kobo does not store any information on the sideloaded books on your ereader. What they do store is the shelf names. After a reset, you'll see the shelves are recreated but no sideloaded books are put back on them.
You can use Calibre and configure it to place your sideloaded books back into shelves after a reset.
