The only reason I noticed for my example is that I happen to own the paperback for The Moth Diaries and I particularly liked the cover. It's a great book by the way.

I had looked up S E Hinton recently because some of her ebooks were released recently at reasonable prices. When I saw the cover of Hawkes Harbor I did a double-take.

As mentioned in the thread, if this is based on a stock photo, it's quite possible the second publisher just didn't know. I doubt there's any maliciousness going on - and this certainly happens quite a bit in the indie world.
