It's not exactly "true" multitasking, as the OS still handles scheduling and will intelligently batch background requests and wait for opportune times to run apps in the background. I'm sure there will probably be some kind of hit to battery life, but it appears that Apple is doing their best to still put restrictions on multitasking to ensure that battery life won't get decimated.
