As if the file browser is just as old and useless as Windows for Workgroups 3.1.1.
Or they have efficient ways to manage collection organization?
Or they can otherwise handle search for, lets say, books in Hindu?
Or, just may be, they have multi layered book shelves?

Without file browser or it's emulation I am afraid to say, that the answer to all of those will be no as well.

Of course, there are about billion Chinese, another billion of Indians, half a billion of Russians, but who cares about them, not significant market, right?
