I really think it's not based on location at all, but on serial number or the like. PeterT has a theory that it might be linked to where it was bought. For example I bought mine at a future shop north of toronto...and I ALWAYS immediately get updates if I sync. Good and bad, as others have mentioned. I don't sync much, so if I happen to and a new FW has been released exactly then, I don't have a chance to find out about the pros and cons on MR...sounds obscure, but it did happen to me once. But of course if I want to be a guinea pig, as soon as I read on MR, I can sync and I know I'll get the new FW, so that's good.
I speculate that this may change in the future, as the longer I have the device, the less likely I am to be in their guinea pig list...so in a few years when there are many new devices, I may not be the first anymore. I say this since you are talking about a lot of Touches, which are not newest...though they probably roll to a certain number of older devices at the same time so that any potential problems will be made known before everyone gets the update.
Who knows in reality, though eh.
