That is not true, send to kindle will send azw3. But it needs to have both mobi and kf8 segments in the file. Calibre can produce such files, but you have to tell it to do so. If you are side loading over usb you do not want a hybrid file as it just takes more space. But personal documents service will store both formats and send only the appropriate format.

The reason it will not accept something without mobi segment is that not all apps and devices support kf8, for example the ios app does not. This way it will work on any kindle or app.

The only restriction is that the file size needs to be less than 50 MB.
