Maybe? Some states have registration and all that, and some states reject anything that allows a gun to be traced. Gun dealers required to shred records after a ridiculously short time, lobbying to get the ATF to prove it isn't keeping records, stuff like that.

And then there's the infamous- over- here 3D printed plastic gun. Only good for one shot, but that's sometimes all you need.
