Given the power switch on the Kobo is not a physical power switch, at the point in the boot process where it stalls, it's quite possible the daemon that scans for the power switch has not yet been initialized.

On another hand, the reset switch on mine does work when it is stalled even though all that happens is the boot process is repeated to the stall point.
