It is not only "waiting for the device" it is waiting **for you** to hold the power button followed at the right time by pressing the 5-way down button.

Same, same as getting into fastboot mode in kubrick as in the other utilities.

Just be sure your Kindle has a fully charged battery before starting the procedure.
