Je ne sais pas quelle réponse donner, car dans mon livre de référence : Lexique des règles typographiques en usage à l'imprimerie nationale" (ISBN 2-782-743-304-829), je n'ai rien trouvé.

Toutefois, la majuscule s'impose dans les noms propres composés : le Bas-Rhin. Dans les noms communs, elle ne devrait donc pas être présente dans la seconde partie du nom composé...
