Complain (loudly) to the author. It's entirely their fault that existing customers don't get an upgrade option, as it is a checkbox on the KDP screen when they upload a new version. They can deny updates, allow updates or push updates. The only reason I can see that they deny updates is they are worried that Amazon might charge them for the bandwidth (and I have no idea if Amazon does, since I thought it was a fixed percentage per sale based on file size, one time).
