If it's like other free eBook offers I've seen for ebooks that normally cost money, no. The publisher is just selling anyone one copy of the eBook for $0. the publisher/author still hold the copyright, and you're not allowed to pass on copies that you make.

There are circumstances where you are allowed to pass on free eBooks. These are when the copyright holder has given you explicit permission to do so, or where the eBook is out of copyright.
