I would say based on the OP's comments in the first post that it is pretty evident that they live in the UK (the UK in the first sentence and the 75 pounds in the third make it a pretty sure thing...) No kindle books available at libraries. They can only be purchased.
Not everyone wants to remove DRM and convert books even though it is relatively easy. I know any number of people who read with an ereader but don't use Calibre at all; nor do they want to. To each his own.
