Sigil's new 'Add Cover' tool adds the semantics automatically.
I had to restart for a Windows update, then I had to update Sigil, then when I reopened the book file, it complained that the cover file was not well-formed. So I took your advice, clicked Add Cover, clicked OK, saved the book, reopened it in Previewer, and...all's well, no complaint about a missing cover and there it is under Go To. Thanks a bunch. (Oh, and no meta thingy in sight.)
