It is your job to set the path, Windows just gives a last used starting point (which usually work for most people doing repeated saves).
If I send to photoshop, the path to the loaded file is present for save.
If I send to epp the path to the loaded file is present for save.
If I send to Acrobat, the path to the loaded file is present for save.
If I send to Elements, the path to the loaded file is present for save.
etc. etc.

Seems to be the standard.
