Location Services are used for geolocation. So if you say... take a picture with the front camera, it'd probably tag it with your current location, or if you use Google, it'll probably ask to "Use Your Location" because of it. With a device that has GPS, you can choose whether you want to use the GPS, or use it based on your IP address of the router. On the wi-fi devices, the software is specifically using the IP to estimate your location.
