In the UK you can always tell what you'll be charged from the area code of the number. Local calls on land lines will always be charged as local calls.
There are some numbers to be wary of, as they are 'premium rate' numbers. And costs on mobiles are more complicated than they should be.
But on the whole, it's well regulated competition.
