If you actually read the details, the patent office is basically refusing the initial application because it can be interpreted as trademarking the word mini but it also says it would reconsider if mini is definitively trademarked for Apple ONLY in association with iPad... as far as I know there are no other companies selling iPads so it isn't unreasonable to trademark iPad mini... just mini...
