I have the same problem and i described HERE post 3.
Wen 0.7.1 won't start ,delete hole C:\Documents and Settings\USER\AppData\Local\sigil-ebook\sigil , start 0.6.2 , close it and then start 0.7.1

Waiting next release of sigil.
