The computer that I'm having this problem with is a laptop, Dell C840, running XP. I can activesync with my desktop pc and have no problems there, just having problems with the laptop. I read other people having this problem in different forums, though the posts there are quite old. One in particular is
here , if you'd like to look. Only thing is that I'm having this problem only with the iPAQ and not with any other usb device. So it's highly possible that the device is just demanding too much energy.

Directly into the laptop. It has only two usb ports on the back.

No other usb devices to unplug.
edit: Probably the problem is that the ppc draws too much energy from the usb port. On the ppc, under settings-power-usb charging, there is an option box for fast charging or slow charging. Having changed to slow charging I don't have the power surge problem anymore! Makes sense.
