The answer from Kobo is that no-one else is allowed to read them. Only the person who bought the ebook is allowed to read it.

At least Amazon allows anyone with access to a device registered to your account to read it.
In both instances books can be read from devices associated with the user account. I forget if Kobo allows 5 or 6.
