There are several ways of how to switch the light off completely.
- KUAL has a module for doing that,
- JBPatch,
Duokan,
and my favourite - Coolreader by CrazyCoder.
There are a few more options, but those haven't moved out of very early beta stage yet, or I haven't tried them out yet.
As for why ...
When you switch the light off completely in a moderately lit room the difference between the '0' and really off is quite big. With the light off you have just ordinary e-ink - which I happen to like. They wanted people to think that the screen is Paper White.

Because sometimes, like when I go for a holiday and I want to read in a really poorly lit room, or when I go camping, or when in public transport early in the [winter] morning, the light does come in handy. For everyday use I prefer unlit screen. I have been happily using unlit e-ink screens for more than five years.
