That would be one thing, while it still might be not fixable at all. Enumeration is the first act of USB communication after connecting a new device. If that is failing, it's most likely hardware, as was stated here. In about half of the cases I've witnessed, it was due to a faulty cable. But then, there are horribly borked USB setups out there, especially when it comes to power management. USB ports are typically also not really prepared for electromagnetic shocks / static discharges, which can unfortunately occur when plugging in devices, especially so for devices that have their own powering. For doubtful USB devices, I'll often use a USB hub just to have a weak link in the chain for which I can get a (cheap) replacement.
