The amperage matters in that it has to be enough to handle the draw of whatever's plugged into it, it looks like 5 is sufficient, given the large number of folks who find it works. The voltage is the more finicky bit, and the two chargers are the same voltage.

The main reason the AC charger (be it the PSP or "official" Reader one) works faster than the USB one is that the USB one can't dish out as much current as the AC chargers can.

As far as the "faster" bit goes, you don't have to take our word for it: If memory serves me, Sony spec'ed the USB charger at 6 hours and the AC one at 4, and they're the ones we all got the idea of using the PSP chargers from in the first place (it's about half-way through the first post -- look for the highlighting).
