Same thing happens on my Windows 7 - always has.

If I press the Home (or End) key after the 'M' then the arrow keys resume normal service, you could try that on your Mac

There are other and similar situations where I have to press the Home key to restore the up/down arrow key functions in the spreadsheet. I can't recall what they are because the pressing the Home key has become habitual.
